Need to allocate more land to big investors

TIC Senior Investment Facilitation Officer, Mr Sospeter Ndelema said at the end of a seminar on entrepreneurship in Moshi over the weekend that the Northern Zonal Office registered 46 projects in four years between 2008 and 2011. He added that the trend is bad compared to 117 projects registered in ten years between 2005 and 2010.  

He mentioned the projects registered between 2005 and 2010 as tourism which got the biggest share by enrolling 50, manufacturing (20), education sector (12), agriculture (11) and transportation (11).  The region which covers 13,209 square kilometres is among the country’s densely populated areas.

According to the 2002  National Census, the population of the region was 1,381,149 and is administratively divided into six districts, namely Rombo, Hai, Moshi Rural, Moshi Urban, Mwanga, and Same. The region’s good climate and arable land are arguably some key factors that could attract big investments in horticulture, tourism and manufacturing. However, for this to happen, the government must take deliberate measures to create land for big projects.

The government could do this by buying part of the undeveloped land from the current owners and create enough space for big investments. Leaving the task solely to investors may not bring about the desired change in promoting the industrial sector in the region.    

It’s a fact that the industrial sector could play a pivotal role by creating more jobs and lift the living standard of the people in the region. However, this is not happening at a large-scale level, save for a few like the brewery plant recently opened by Serengeti Breweries Limited (SBL), and Bonite Bottlers Limited.

There is no shortcut to this. The government must take the lead in convincing big investors by offering them special incentives. Much as the private sector would be willing to do so, the issue of a quick return on their investments is a key factor.
